Toi Horn was Ordered against her will to take a Psychiatric or Psychological Examination To Determine Mental Capacity


It states in the order that Toi Horn is presently suffering from a mental disease or defect rendering her mentally incompetent. Ms. Horn was forced to go to a mental ward in a prison in Texas for 72 days. Ms. Horn completed a mental evaluation and passed. In the article below this article, the Letter from the Warden states in the opinion of our clinical staff, Ms. Horn is not presently suffering from a mental disease or defect.

Why was Toi Horn forced to take a mental evaluation and forced to get treatment if the clinical staff stated that Ms. Horn does not presently suffer from a mental disease or defect?

Ms. Horn completed and passed the mental evaluation and was never given a CERTIFICATE from the clerk of the court. The Certificate was never filed with the clerk of the court. 


Where is the Certificate that shows proof and certification that Toi Horn completed and passed the mental evaluation? 

Here's The Letter From the Warden Stating That Toi Horn Does Not Presently Suffer from A Mental Disease or Defect

Why was Toi Horn detained against her will without charges for 6 months to take a Mental Evaluation and to get TREATMENT? This letter clearly states that Toi Horn does not have a mental disease or defect. 

At the U.S. District Court District of Maryland (Greenbelt) an unknown officer of the court filed a fraudulent false criminal case against Toi Horn. The criminal case number is 8:03-mj-04318-WGC-1 (see CRIMINAL DOCKET below.)

CRIMINAL CASE#: 8:03-mj-04318-WGC-1 against Toi Horn

Toi Horn was kidnapped 3 times without arrest warrants, without charges, without complaint, without an arraignment, and without indictment under this fraudulent false criminal case filed at the U.S. District Court District of Maryland (Greenbelt.) Why are  U.S. District Judge's allowing this to happen at this U.S. District Court? Two unidentified men kidnapped Toi Horn, terrorized, traumatized, and bullied Toi Horn to go with them to appear before U.S. Magistrate Judge, William Connelly WITHOUT arrest warrants. On 12/18/2003, Toi Horn was unlawfully captured (true FACT.) It states under the Docket Text on 12/18/2003 that an Initial Appearance in Rule 40 Proceedings as to Toi Horn held before Judge William Connelly. There was no warrant filed under this docket for Toi Horn's Arrest. Toi Horn was ordered for one (1) year and six (6) months to report to a Pre Trial Officer. No charges were ever given under this criminal case. Why was Toi Horn ordered to be released on Pre Trial supervision without Toi Horn ever receiving charges under this fake false criminal case in the State of Maryland?

Two years later on 05/05/2005 under this fraudulent criminal case, Toi Horn was kidnapped again and taken to the UNITED STATES DISTRICT COURT FOR THE DISTRICT OF MARYLAND, GREENBELT against her will to appear before UNITED STATES MAGISTRATE JUDGE, WILLIAM CONNELLY. This judge ordered Toi Horn to be detained without charges and ordered Toi Horn to be taken out of Maryland against her will to the State of Michigan without the approval of the Governor of the State of Maryland. Toi Horn was denied an extradition and an extradition hearing in court. Toi Horn was detained without charges at Wayne County Detention Center, Upper Marlboro Detention Center, held against her will in a cell in handcuffs at BWI Airport, and forced to get on a plane to be taken out of Maryland State and flown to Detroit, Michigan without charges.
